"Partnerzy dla Samorządu" to organizacja pozarządowa założona przez konsultantów, pracowników i kontraktorów nieistniejącego już Programu Partnerstwa dla Samorządu Terytorialnego (LGPP) sponsorowanego przez Amerykańską Agencję ds. Rozwoju Międzynarodowego (USAID). Finansowany przez rządową Amerykańską Agencję ds. Rozwoju Międzynarodowego USAID, Program LGPP miał za zadanie wzmocnić zdolność polskich gmin do skutecznego świadczenia usług i zarządzania oraz zwiększyć udział społeczności lokalnych w podejmowaniu decyzji na ich terenie.

Who are we?


Our Foundation “Partners for Local Government” gather consultants who were working in the Poznań Regional Office of Local Government Partnership Program (LGPP) sponsored by USAID.

One of the aims of LGPP, that was completed in January 2001, was increasing the level of managing Polish local governments (gminas), creating the market for local government consulting services as well as leaving in Poland well qualified experts in the areas of various local government activities.

Therefore, appointment of the Association was a direct response to the expectations of the American sponsors.

The main principles of the Foundation while solving local governments problems are: professionalism, continuous partnership and communication with local communities.


How do we work?

One of the main goals of LGPP was an education of gmina leaders on how to increase participation of local communities in decision making process as a principle element of democratic society development. Following this direction, our work for local governments is based on wide participation of community representatives in projects design and implementation.

For the purpose of preparing complex diagnosis of gminas situation we use (and train on how to use) specially designed, our own computer software for data collection and processing.

In all project construction and implementation the wide involvement of gmina representatives, and administration staff is being already a standard. Their active participation is a basic condition for building a feeling of ownership and their willing and ability for independent continuation of started projects.

A different professional experience of our members gives to the Foundation possibility of venture the knowledge from various backgrounds and this way provides a complex expertise of high quality. One of the main goals of Foundation which we try to prove every day are: mastering of consulting performance and provision of high quality products to local governments in Poland.

Our experience


 

Founders of the organization were working in the past as project managers and Gmina Activities Coordinators and cooperated with the following gminas in Poland:

Koszalin, Sopot, Konin, Świecie nad Osą, Gardeja, Sośno, Szczecin, Ostrów Wlkp., Lubań, Pępowo, Przykona and Poviats: Gostyń, Pleszew, Turek, Wągrowiec, Kościerzyna & Puck.

They supervised over 100 various projects implemented by external consultants and directly managed such projects as:

  • Local Government Strategies Development (Przykona, Gizałki, Gubin, Człopa, Tuliszków, Malanów, Poviat Turek)
  • Creating Customer Service Centers (Szczecin, Turek City Town Hall, Turek Poviat Town Hall, Człopa, Kościerzyna, Brusy, Słubice, Kościan, Przykona)
  • Public – Private Partnership (Szczecin, Racibórz).

In terms of provision the wide range of services, the Foundation invites as a cooperators other experienced consultants that were working in the past in the Local Government Partnership Program in Kraków and in Warsaw. Since the creation of the Association first, then - Foundation - we have cooperated with over 50 other new municipalities, offering wide range of consulting products and trainings.
